To update the version on my iPhone I need to update the iTunes version to 16.5 on my computer. When I go to updates, the message states that the version 12.10.11 is the latest version. What do I do now?

What iphone do you have?
iTunes 12.10.11.2. is the last version of iTunes that will work on a Windows 7 computer. Note that Apple's wording is misleading; it's the last version (for Windows 7), not the latest version.
If you're trying to update your phone to iOS 16.5, iTunes 12.10.11.2 will not work. You will need iTunes 12.12.5.8 or later, but that in turn requires Windows 10. I am currently downloading iTunes 12.12.9 as I write this.
Note that there is no iTunes 16.5.
If iTunes version 16.5 is unavailable for your computer, you can still update your iPhone using alternative methods. Update your iPhone directly through the device's settings by going to Settings > General > Software Update. Alternatively connect your iPhone to your computer and use Apple's Finder (macOS Catalina or later) or iTunes (macOS Mojave or earlier) to update your device.
If iTunes version 16.5 is unavailable for your computer, you can still update your iPhone using alternative methods. I’m trying to upgrade my iPad from iOS 12 to 16. I downloaded the latest iTunes (I’m on windows 8), and it says “to update to iOS 16, download latest version of iTunes”. Does that mean I have to update Windows first? To get the latest iTunes?

Yes, you do.
It's the same issue, the latest version of iTunes (12.12.9.4) cannot be installed on a Windows 8 machine either. iTunes 12.10.11.2 is as far as your machine can go.
It may be possible t upgrade your existing machine to Windows 10. Try checking in Settings/Update & Security to see what it says about Windows 10. At this time, I would not recommend Windows 11 though.
Be aware that if you update your iPhone over Wi-Fi, it will not be able to communicate with iTunes 12.10.112.2.
