Restore my apps from back up?

I factory resented my phone and when I signed in my iCloud it only restored my contacts, files but not the actual app . Does that mean I have to re download all my apps I had before?

Yes, you have to redownload them. Follow the instructions in this support article to redownload apps and games from Apple --> Redownload apps and games from Apple - Apple Support
