I cant add cards to Apple wallet
my region is Portugal
but i cant add cards to apple wallet (check screen)
also if i tried press + in wallet app i got this (check screen) so
i cant even open setting to add it manually)

The message I see that your region is set to a region that does not Support Apple Pay/Apple Wallet. What country are you in? What is the region you iPhone is currently set to? Please review the first link I Posted below about Apple Pay supported countries and regions.

If you’ve confirmed the above, please update your iPhone to the latest iOS, 16.4.1 or higher. Older iPhones may only support 15.7.5, but Apple Pay will function.

Once updated, please do a forced restart of your iPhone.

Make sure your are signed into your Apple ID/iCloud account on your iPhone.

How to add a debit or credit card on your iPhone
To remove a card from the Previous Cards screen, tap Edit > Remove button > Delete. Then, tap Delete Card to confirm and remove the card from all your devices.
What country are you in, Portugal? Do you have Apple Pay on multiple devices? Have you tried logging out of Apple ID/iCloud account, force restarting iPhone and then logging back into your Apple ID and then adding a card?

Thank you for trying to help to solve the problem on my own, but I tried all that you offered me to do. You can't even imagine how many times I tried to do that. It didn't help.

Try switching to another region, then switching back you correct region.
