Cannot send iMessage pasted image to Android users

I am able to send a photo from my phone or my Mac to Android users. However, if I copy and paste an image into iMessage and try to send to an Android user, I get this error after the green progress bar tries to send for about 60 seconds: This happens on my Mac as well as iPhone

Here's a real example.

The message on the top was a cut and paste from a website. As you can see it failed to send in the messages app to an Android device.
The message on the bottom is the same image, but I saved it locally to my machine and then sent it again. As you can see it was successfully delivered.

iMessage cannot be sent to Android Users.

To send texts you need an SMS plan and for sending images and files you need an MMS plan enabled by your carrier.

You need MMS enabled by your carrier. and in your Settings. See the Pic below

Messages converts my messages to SMS for every message I send. This is also true for images.

The only message I cannot send to Android users using my Messages app on Mac and iPhone are pasted images.
