Please make sure the device (iPhone) you're having issues with is updated to the latest iOS, 16.5.

Check that the region the iPhone is set to supports Apple Pay.

Updated Sw to16.5. Checked the region
reset all settings , signed out of apple and signed back in and have completed everything I can think of
I am able to get past even the license agreement and it fails at last adding the card to wallet
There have been posters here in this community and Reddit that have resolved the issue by removing the card on all devices (Mac, Watch, iPad, iPhone), updated, restarted and were able to add the card back to all devices. The downside would be the card can’t be added back to any device. Have you contacted Apple Support in your region?
