Mac Mail Does Not Save Drafts

Precisely the same issue as RBurgos1962 in their thread from just a few months back, except I don't even get the luxury of a "Save To Drafts" dialog box.

Prior to Ventura, if I drafted a letter and, say, rebooted before hitting send, the email would always be available to finish off in a window. It would just automatically save to draft.

Now it just disappears. The draft email may be floating around in the background, waiting to be finished while I get distracted, but once Mail is closed, there is no offer to save, and when it reopens, there is just a blank email waiting... utterly devoid of all my efforts.

So to recap, I can open Mail, start a new email, input some text with an addressee and subject line, all ready to hit "Send", close Mail, reopen, and it is all blank.

What is the story?

I don't know what the story is. That's not what happens with my Ventura installs. Drafts are saved when I quit Mail or even restart in the middle of composing an email.

Update to Ventura 13.4 if you haven't already.
