On my iPad when I touch the bars of the tab they get smaller and are shown overlapping. I cannot separate the small tab bars and have to close all tabs and start from fresh. Why is this happening and how can I prevent this and how can I separate the small overlapping tab bars?

So that we can better understand what you're seeing, would you be able to share a screenshot with us? Just be sure it doesn't include any personal information.
It sounds like you may be dealing with tab groups, which is outlined at Organize your tabs with Tab Groups in Safari on iPad - Apple Support. Let us know if that's what you see of it its something different and we'll go from there.
