I have an app for the local radio station. I turn it on and BLAM!, sound comes out of the speakers. What if I just want it to come out of the phone line? That is, I want to hear it, but I don't want to make other people hear it.

OP probably means how to make the sound come out of the “phone line,” such as when one is on a call, you can switch between “phone,” and speaker.
I suppose there isn’t a way to do that other than using earbuds, etc., as you mentioned.
Pretty simple. I want to hear it as if I were listening to a telephone conversation. If I'm on the phone with someone, I can turn on the speaker, or I can just put the phone up to my ear. I want to listen to the radio by putting the phone up to my ear. That really doesn't make sense to you? Whew!
Then technically you’re calling in: which is the only way where you can use the top speaker separately: when your on a call.
And, do you know how abundantly few people would think this is a “wonderful feature which I ought to use?” Of course, I’m talking about holding a phone to your ear for an extended period of time, listening to a radio station. And, holding your phone up to your ear each time an app plays a sound.
This may be Apple’s POV. It just seems unhandy for the user, what you’re suggesting, but to each his own. You can request the feature at the link above.

Um, if I want to listen to an app for a few minutes,, without bothering other people, I have ABSOLUTELY no issue in holding it up to my ear for that length of time. Or if the app has a brief audio message for me. Do you know how abundantly many people might be happy to do that? It's not a "feature", BTW. It's a workaround. Works for me.
I see. Yes, it could be a nice feature, under limited conditions. When I think of listening to the radio, I think in terms of half hour sessions minimum.
And we could argue about the terminology all day. So let’s agree that you’re correct. Will you have an issue with that? 😊
OK, I figured it out. Pretty obvious really. Just turn the volume WAY down. Then you just hold it up to your ear and it sounds just like a private phone call. So yes you CAN do it.

Well, that's a cogent answer. That it just ain't possible to do it. If that's true, that's a shame. Now, um, why when I make a private phone call, I don't need earbuds?
No, you can't do that. Whew!
That does seem a bit strange, no? Apple allows me to make a phone call in private without any extra hardware, but it won't let me privately listen to an app without extra hardware.
I'll just consider it a dumb thing. Not the first! Several radio stations have phone lines, where you can call in by phone. You know, that's what we did before app streaming. But not this one.
