New iPad 10.2" - talkatone didn't load on conversion from older iPad where it had worked for years and I've tried directly loading from the App Store - no message, simply won't download.

It we lead me to Apple ID THAT I SHOULD ADD MY DEBIT CARD OR CREDITS CARD BEFORE I CAN DOWNLOAD
