- Make sure you are signed into your account
- Verify payment method(s) and billing address as described in Add a payment method to your Apple ID - Apple Support . Items in red have problems.
- If you're using other Apple IDs with services such as Messages or the App Store, make sure those are signed in too.
Other things to try:
- Check that there isn't an issue with Apple's servers: Apple - Support - System Status
- Try restarting your device.
- Check your software is up to date.

Select your country, then a product. If you don't see one that handles your issue then keep experimenting with selections until you reach one that gets you a chat session or a telephone call and get the representative to redirect you.

This issue has persisted for months with my daughter's iphone. We have tried most suggested remedies, but the process keeps hanging up when it asks for a password for a device that we don't have any longer (a Mac mini that we owned for 2 weeks and then returned to Apple). This is where we're stuck:
"If you can't remember the password for [Mac mini returned two years ago], you can approve this iphone from one of your other devices signed into iCloud, or you can reset your end-to-end encrypted data."
We have no idea what exactly "resetting encrypted data" entails, or what it could affect. And there is no option to trigger the parent's device/Apple ID to help clear this.
I have the same
exact problem with my daughter's iPhone as well and it is driving us insane.
For us it gives a notification to update Apple ID settings. We click continue
and it would ask for the Apple ID password, which we enter, then it would ask
for the Phone's passcode (and sometimes for the passcode of other/previous
devices using her Apple ID), which we enter, then it goes back to the same
screen asking to click continue to update apple ID settings. So it goes into a
loop.
I spent numerous
hours with Apple support and opened multiple support tickets and even sent them
the phone diagnostics. They eventually called back a week later saying their
tech team believes it is a software issue that Apple should be fixing in a
future update and that I should update the software as soon as an update is
available. An update was pushed yesterday and we updated, but the same problem
is persisting. We have tried every trick in the book, including restoring the
phone with itunes and buying a brand new phone (one Apple agent suggested it
was a hardware issue), which did not help. I honestly don't buy that it is
simply a software issue because the rest of the family are running the same
software with no problems. I truly think that it is an Apple ID account issue.
Somehow the account gets locked or flagged for potential security breach and
the system refuses to authenticate specific services as a result. I say that
because I noticed that it refuses to turn on icloud keychain or access the
recovery and legacy contacts setting. If you try to do it, it will say you must
update apple ID settings, but you can't, likely because something is screwed up
the account that makes the servers refuse to authenticate even if you enter the
right passwords and pass codes. I think it is a matter of someone removing some
sort of an erroneous "lock" from the apple ID account in question.
Otherwise, I really think we will be waiting for one software update and the
next and it won't fix it. I bet if you create a new Apple ID, the problem will
be cleared. However, I don't want her to lose years and years of messages,
emails, photos, etc…. It is rally frustrating that we can't find much help from
Apple on this.
