Alexa app keeps resetting

You may want to check to make sure that Background App Refresh is enabled for the app so that it doesn't go into a suspended state:

Use Background App Refresh

After you switch to a different app, some apps run for a short period of time before they're set to a suspended state. Apps that are in a suspended state aren’t actively in use, open, or taking up system resources. With Background App Refresh, suspended apps can check for updates and new content. 

If you want suspended apps to check for new content, go to Settings > General > Background App Refresh and turn on Background App Refresh. If you quit an app from the app switcher, it might not be able to run or check for new content before you open it again.

We'd be happy to help out. Sounds like the root of your issue is the poor connection within the grocery store you're shopping at. There isn't really anything that can be done about that though until service in that area is improved with your wireless carrier. If they have free Wi-Fi available in your grocery store, we'd suggest connecting to it instead to establish a better connection.

The problem is that the Alexa app does not store any data locally on the phone. It updates its content each time the app is opened.

I’m assuming you are not in the really bad habit of going to the Quick Launch screen and swiping up to kill apps after you exit them. If you do that could also be the problem.

Exact same scenario here. Best I could manage was to add shopping list to favorites so easy to open as soon as Alexa app opens (or refreshes) :(
