Yes, it is safe.

All PD chargers don't “push” power; They just supply the power “drawn” by the device.

But iphone 11 support only 18w first charging i think.! Uff it's my first phone and I'm confused 🥲

As already explained, it's the iPhone that "asks" for correct wattage.
