Upgrade to the latest version of Ventura breaks Voice control on a mac

I was able to download the English language when I first installed Ventura. But after upgrading to 13.3 I was longer able to use voice control as the OS was unable to download the language files.


I tried doing it in safe mode, I tried doing it from another account.


No luck.


How do I address this?

The article is useless as the first step in setup is to download the language file which fails with an error stating that it is unable to download.


It is a bug related to the upgrade 13+ update and something in my profile. I was able to install the language file w v 13.0 but it fails after the upgrade.


Apple needs to put in some code that traps why we are unable to download the language files.


How do I get this escalated as Voice Control is a major component that doesn't work for multiple Mac users.
