Apple's Find My service is designed to help you locate three different types of catagories:

  1. People
  2. Devices (Macs, iPhones, iPads, etc.)
  3. Items (AirPods, AirTags, etc.)

As you can see, your AirPods would be in the third category. Regardless, in order for your AirPods to provide their most recent location, they need to be powered-on, not be in their charging case, and be within the Bluetooth range of a nearby iPhone that has the "Find My Network" option enabled on it. Unless all of these conditions are met, you will only see their last known location ... for up to 24 hours.

Therefore, to directly answer your question ... no, there is nothing you can do to make them appear.
