Apple Music downloads
Can I simply purchase a music download from Apple Music to play on any device offline without a subscription?
I think that's about as clear as I can get.

Yes.
Subscriptions are not required. So, as long as it is downloaded, and you are still logged in to the same Apple ID, then all will play.
