update apple id settings/end-to-end encryption messages

My iphone 12 displays that it's up to date with iOS 16.4.1a. However I am unable to turn on password keychain, set up account recovery or security keys and a few other settings because I continue to receive a message to update apple id settings in order for my phone to use end to end encryption. All my information is correct. I've restarted it, uninstalled the rapid security response and reinstalled it and signed out of my iphone and signed back in. What am I not doing? Doesn't seem that everyone gets this error so is it iphone specific?

If you've already tried signing out of and back into iCloud, and the "Update Apple ID Settings" notification is still stuck at the top of the Settings menu you'll want to contact Apple to report the issue.

I have the same problem on all devices linked to my Apple ID. These include iPhone, iPad Pro, Apple Watch, Apple TV 4K, and iCloud on Windows. I am on the latest release of OS on all devices. It seems to be an Apple ID, iCloud problem on the backend (all devices contain the red splat message shown in the image below). I’ve been on the phone for hours on many separate occasions in order to troubleshoot the issue. It’s been escalated to engineering, and I was informed that they are aware of the issue and will need to address it in a future update/release.


In the meantime end-to-end encryption(E2E) is broken along with Advanced Data Protection(ADP) on my devices. My devices show E2E is on but ADP is off. iCloud.com shows that ADP is on. Apple support had me reset E2E on my iPad during troubleshooting which did not work. I lost access to my photos, keychain in iCloud, syncing to iCloud, files in iCloud and files on my iPad, as well as my backups to iCloud. My devices will no longer backup to iCloud so I’ve had to backup with iTunes and 3rd party software. My Apple Card transactions also no longer sync with Wallet and Apple Cash is broken on the iPad and iPhone(it won’t complete setup.)


I’ve used this Apple ID since 2003; switching to a new one is not an option. If anyone reading this is having similar issues please contact Apple Support. https://getsupport.apple.com/products
