An app called DManager was on the App Store and I offloaded it from my device some time ago. When I try to redownload it, it says “this app is no longer available in the App Store.” Is there any way for me to get it back?

Once an app has been removed from the App Store, then it is no longer accessible through Apple. This all has to do with licensing between Apple and the Developer(something you would have screen to, upon opening an Apple Account) So, you'll have to find out who the Developer is. Then, contact the Developer, requesting a new install.
