Voicemail
Using iPhone 11 running 16.4 phone reports I have voicemail waiting but there is no message available all messages have been deleted and there are no saved messages. Yet the little red dot still appears !!

Since Voicemail is a specific cellular carrier service/feature, I suggest that you contact your carrier and check with them your/their configuration.
