Failed to receive mobile verification code

I bought a new number from the telecom company in my country. The number was for an old person and it got burned. The telecom company put it on the market for a new one, and I became its new owner.

When I use my new mobile number to link it to my apple account i can't receive an sms mobile verification code error 24056

Attention the issue is not from my mobile sms settings because I can receive sms verification code for other apps example BOTIM

This issue is for some apps specifically iCloud & DHL others works correctly normally example BOTIM; WhatsApp; Telegram.
