I want my money back

I refunded Minecraft and after a few days it said I can’t play it because I refunded it but when I checked my account I still had 0.23 cents even tough Minecraft was 6.99 and I’m mad

Well, we are all other users and do not work for Apple; we also do not have access to your account. So it is not helpful to be mad at us.

You cannot refund anything; the terms state that all sales are final. But you can request a refund. If Apple agrees, they will inform you. After that, it can take up to 30 days for it to show up in your account.
