I'm experiencing scrolling issues with my iPhone 14 Pro (iOS 16.4.1(a)) within every app but not within iOS settings when scrolling.
Seems like small stutters when scrolling slowly or it's short before stopping a 'scroll'.

Yes i restarted (force) my iphone. However, the problem still exists.
