cannot transfer downloaded zipped icloud pic files into my PC. Why?

I tried to download year 2018 pictures and video from icloud to my PC. It was downloaded to my DOWNLOAD folder in compressed zip file. But then I cannot transfer the files into my PC. Why? (I copy all and tried to cut-n-paste into a backup drive, but it says "Access to the Compressed(zipped) Folder User\htom1\Downloads\icloud Photo.zip' is denied."

The previous question to this had 67 people have the same problem, yet the apple person just forwarded them to a useless link for Windows. I am 100% sure this is an apple/encryption/photo rights coding issue
