Copy & paste Pdf in Mail not working

This is happening only with Ventura! When I try to copy and paste a Pdf attachment (right click on it) there is no option to select that says "copy Pdf" or "copy file" but only "copy image"... which is already odd.

If I click "copy image" it basically does not copy anything... 

How do you guys paste a Pdf attachment (without dragging it or saving it first) into a new email?

Although you can select a PDF in the Finder, right-click on it and choose copy, and then paste that PDF as a new Mail compose attachment, Apple Mail is not the Finder, and you must right-click on the PDF attachment and choose any of the first five menu options on that contextual menu. Or, click and hold on the PDF attachment and drag it to a Finder location.


Tested: macOS 13.3.1 (a).
