Hi!
It’s a very common problem, the same thing happened to me on my iPhone 13 Mini. However, it is subjective, because on the same model as a family member of mine it did not happen.
I solved it with a simple forced reboot:
Press and release the Volume Up button quickly
Quickly press and release the Volume Down button
Long press the Side Button (power) until the Apple logo appears
If the problem persists, try resetting the network settings. To do so:
1) Open the Settings app on your iPhone.
2) Touches General.
3) Scroll down to the end of the list and tap Restore.
4) Tap Reset network settings.
5) Enter your passcode if required, then tap Reset Network Settings to confirm your choice.
Keep in mind that this reset will remove all previous network settings, including Wi-Fi passwords, Wi-Fi network settings, current mobile network settings, Bluetooth settings, VPN settings, and more.
If the problem persists, all we can do is wait for Apple to fix it.

Yes, it is an official Apple Update.

This is related to iOS 16.4.1(a) rapid response update. I can confirm that this is the issue that most people with iOS 16.4.1 is having. I am one of them as well. I recommend that you wait for a few hours and then try again. There is nothing wrong with your iPhone.

I imagine because it's a different kind of update. However, it does appear in the same place as regular updates and, as I recall, there was a link. There's no way for a third party to push an update that way.
This is not a regular update, but a Rapid Security Response additional to the iOS version in question (iOS 16.4.1).
This means that the operating system version remains the same, but this intervention solves important security issues and Apple recommends it to all users.
I’m losing patience with Apple on this. I’m at 84 hours and counting of a locked out screen on my iPad mini while it is “Verifying Security Response”.
None of the tap tap hold fixes work to reboot - and it seems to draw little power so waiting for the battery to draw down and die may take weeks.

Kind of scary that they decide not to list it along with the other updates. I wonder what their reasoning is.
