Purchased locked MacBook Pro 2019

I bought a used macbook pro 2019, and it turned out to be blocked. It is necessary that the previous owner remove the laptop from iCloud and the locator, but it does not get in touch, I still cannot turn it on. Very upset. bought it with the last money for study. Please advise what can be done in this situation.

You should find a way to get your money back from the seller.
