Cancelling a Pending Purchase:

You can't. You need to wait until the purchase has gone through. Once it has gone through, you can then request a refund. The sis the link to use to request it: https://reportaproblem.apple.com. It's part of the Terms & Conditions --something you would have agreed to upon opening your Apple Account.
