my Mac is locking PDF files I receive

Documents I can read and there download say they are locked and require a password to open them. I contacted the document creator and they did not lock the document. Others who received the same documents were able to download them and save them without the document being locked. So it is my computer that is doing the locking of the documents.

It wasn't happening last week, and this week its happening. A new problem???
