Contacts not appearing in icloud.com

Any body else having this issue still? My iCloud website homepage is now useless and completely missing many apps that used to be there (including Contacts).

The exact same thing is happening to me. I have always been able to use iCloud.com to export large groups of contacts as a csv but since the redesign of the new website the app seems to just be missing.

Well you would need to be syncing contacts to iCloud in order for it to show up on icloud.com

Contacts App Gone Missing:

Reset the Home Screen Layout...

Go Here: Move Apps and Widgets on the Home Screen on iPad - Apple Support

Scroll to: Reset the Home Screen and Apps to their Original Layout

1. Go to: Settings
2. Tap: General
3. Tap: Reset
4. Tap: Reset Home Screen Layout

Restore a built-in app that you deleted

1. On your iPhone, iPad, or Apple Watch, go to the App Store.
2. Search for the app. Make sure that you use the exact name of the app.
3. Tap the Redownload button .
4. Wait for the app to restore, then open it from your Home Screen.

If you have Apple Watch, restoring an app to your iPhone also restores that app to your Apple Watch.

Getting the Apps Back:

As a last resort: Set this up anew, as if you were to sell it. Perform as instead here, including the iCloud logout:  What to do Before you Sell, Give Away, or Trade in your iPhone, iPad, or iPod touch - Apple Support. Backup what need be, prior to performing this. All would go to default, and the app would be expected to comback.
