Missing Not Junk button is getting very annoying

In Apple Mail, while scrolling through the inbox, I used to be able to mark as Not Junk, messages which were highlighted as junk by the Mail app. There were two buttons, Junk and Not Junk.. this made it simple and quick. Now the Not Junk button is missing. I have found that If I want to mark a message as Not Junk, I have to open the message, then select Load Remote Content (which I almost always don't want to do), then all of a sudden the Not Junk button makes a reappearance. How do I get the Not Junk button to always be there, and not tied to downloading remote content?
