If that "ICare centre" was an Apple Store or Apple Authorized Service Provider, they should have tested your iPhone and I think you can do nothing.
If it was a 3rd party repair shop, before buying a new device, I suggest that you perform all the steps provided in this support article:--> If you see No Service, Searching, or SOS on your iPhone or iPad
If the issue still persists, we can't help you any further, sorry.
