As ALL other already mentioned and some additional information >>

In macOS 11 Big Sur, macOS 12 Monterey and macOS 13 Ventura.

The Operating System resides in a Sealed and Read Only Volume that can not be opened by the User nor by Third Party Applications.

The only Entity that can open and modify or alter this Volume is Apple.

That would occur when a update or UpGrade is performed.

You can Remove the Application from the Dock but it will remain in the Applications Folder

If none of the suggestions are to the Users liking.

Then have a few suggestions ;

1 - Get Support Choose a product and we’ll find you the best solution.Start now and open an Apple Support Ticket as they are Apple Employees to deal will these types of issues .

2 - Product Feedback - Apple and make it known to Apple regarding this ongoing issue

The Freeform Application maybe useful to many Other Users but just not to some.

Like yourself, I do not find a need for the application though it is niece to have it available should that need arise.

As for Space the application holds on the drive.

Viewing the Get Info for Freedom Application - it uses 50.3 MB of space on the drive.

That could be equal to 1 Music file of your favourite Artist or perhaps 2 Pictures of yourself posted some Social Media Site

Rather small by comparison

You’ve got your answer. There are a number of apps that can’t be deleted because they are integrated with macOS. You cannot delete Mail or Safari either. So your choice is to continue being annoyed or angry, or just live it and don’t use those apps. I chose long ago to ‘don’t worry, be happy'
