Hi. I'm running macOS Ventura 13.3.1 on a Mac mini M2 Pro. The problem I'm having is that no Safari window positions are being remembered from one start up to the next. The same applies to Mail and other windows that are open in a given session. Also I have windows open from external hard drives with the same problem.
Any help appreciated.

Would suggest updating to Current version Ventura 13.6
If nothing else, the computer will have more Bug Fixes and Security Updates

This issue has been driving me crazy and, on impulse, I turned off Stage Manager and my specific problem with window size and position was solved. If anyone is using Stage Manager, that may be the problem. It's a shame because I really like the ease of Stage Manager.
I found the same thing as you, SweetLady, except that for me the problem didn't start until upgrading to Sonoma 14.0.
I'm not going to stop using Stage Manager because I've come to rely on it. But this window size forgetfulness issue is really annoying.
Try making changes to these settings in System Settings, Desktop & Dock:
