Using the select tool (rectangular select) in preview and copying this selection I have noticed the image is being cropped when pasted into a document.
This has been happening in the last couple of upgrades on Mac OS but not prior to these.
Are there any work arounds?

If you copy then choose New from Clipboard (File menu), do you see the same?
How about Show Clipboard from Edit menu in Finder.
All image files and all apps?
What if you don’t select, but just copy and paste?
Would that not be what you expect? If you have selected something and copy, that is what should be copied.
If you want to copy the entire image, select all or don't select anything at all.
I think you misunderstood me. I expect to copy the entirety of the selected area. It is pasting about 30% of what I select.

FWIW, I can't say I've ever seen that in Ventura or previous versions of macOS. What kind of document in what app are you pasting into?
Preview cut and paste is cropping an image when pasted.
