Can I set up auto pay using the Apple savings account to pay monthly bills?

No, Bill Pay/Auto Pay is not currently a feature of Apple Savings Account. My personal opinion, I doubt that will be a future feature either. High Yield Savings Accounts (HYSA) are meant for the accumulation of wealth, not distribution. This means they do not typically offer conveniences such as overdraft, bill pay, scheduled transfers etc. Those features have various costs associated with them that make the high yield unprofitable at a point.

When we look at all the no fee aspects and well above average interest rate for a major bank, my opinion is, many extra frills will not be available in the near future.
