Would this be a new iPad not used before? Have you restored a prior iCloud or iTunes backup - or used QuickStart to perform setup of a new device? Something else?

If your Photos are stored in your iCloud Photo Library, these may take some time to synchronise with a new device. Similarly, other data (such as Messages) may take some time to synchronise from iCloud.

With benefit of more information, specific guidance can be provided.
