silenced unknown caller

I have an iPhone 13. I have it set on silence unknown callers. When unknown callers call, they only get a busy signal and cannot leave a voicemail. Any suggestions on how to change this so they can leave a voicemail?

Voicemail is a carrier feature. Contact your cellular carrier.
