Please fix the option to receive notifications on both the phone and watch at the same time. I’ve missed dozen of important texts because I didn’t hear my watch, I work in a noisy environment and my phone is much louder. If I wanted my phone notifications silenced I’d turn my ringer off. I was about ready to smash my watch because I couldn’t figure out what I was doing wrong. But it wasn’t me, it’s the way it’s set up. I don’t want to turn notifications off on my watch either for times I’m not permitted to use my phone.

Have you considered using Haptics as opposed to sounds? I don't ever miss notifications because I use Haptics and you can make the haptic tap your wrist pretty darn hard, which would be almost impossible to ignore. I never use sounds for notifications. People around me don't know I've notified of anything, but I know.

Open your Apple Watch App > Sounds & Haptics > Choose Haptic Alerts and tap Prominent. You can also adjust it further with the volume button.

While you should certainly use the link javaliga provided to share your thoughts with Apple, notifications have been this way since the dawn of Apple Watch. It's not likely going to change. So, try the Haptic approach, which may better meet your needs and you'll likely not miss notifications.
