How to upgrade from icloud
I'm trying to upgrade storage from the website rather than the device. Is that possible?

No. There is no option to upgrade iCloud storage directly on the iCloud.com website, you need to do so from a device that is logged into your Apple ID: iPhone, iPad, iPod, Mac or Windows PC running iCloud for Windows.
