My iPhone 13 will turn its VPN back on after I turn it off. Also my phone has the issue of losing Wi-Fi connection randomly. I have other Apple devices in house that has no issue with Wi-Fi connectivity.

I had this problem, my phone VPN kept turning on after I turned it off. I had to delete the VPN profile of my VPN provider (via their app).
I had needed to turn off the VPN because suddenly found that my hotspot stopped working, but also worked this out now, it was an issue with the VPN app which had a network protection mode which was switched on by default. Switching this off fixed the problem. Nothing to do with IOS directly!
How do you fix this problem ?
Delete the unnecessary VPN software.
