and the Preferences window does not appear:

Try restarting your Mac in Safe Mode, and test. Does the same problem still occur whilst in Safe Mode?

Does it reappear after you restart normally again?

Settings are the new Preferences.

What do you have under Finder:

Settings is the option you want.
