I'm trying to add an additional email to my iphone, but when I go through the process to get there, the page where I should be able to add an account is grayed out, so I can't do anything? how do I un-gray it?

Try looking in Settings->Screen Time->Content and Privacy->Account Changes. If this is set to Not Allow, then you cannot add an email account. Hope this helps.
