Dear Community,
From what I gather, there is a separate password (unique to Preview) that is the owner password within the Preview app.
I don't know what my Preview owner password is.
Is there any way to reset it?

No default Preview.app psswd.
This is tied to the source/author of PDF download your SSA.gov
I would try a true PDF editor if Preview is giving you problems, there are many, here are a few examples:
Acrobat Reader / Adobe Acrobat DC
PDFpen / Nitro
pdfExpert
Master PDF Editor

Foxit Reader / Editor
if you Control click on your PDF>"Open With" and choose the new software; and compare your results opening , editing(filling in), saving...
Maybe this on line PDF can be filled out on-line as an option(?)
You can try search on-line your SSA.gov site for support, help, FAQ, known issues etc

Thank You for this. I may just end up trying to print clearly by hand on a blank form, but it's good to have these resources you shared too (if I feel like tinkering), and to know that it's a problem in SSA's original PDF file.
Interesting. I was able to use my Chromebook to print the original PDF into a new PDF without the "read only" designation and the locking problem. Now it looks like I am free to take care of business.
I also emailed Social Security about the issue I was having.
