Sharing Airtags with family members with the same Apple ID

I have family sharing but can’t find the AirTag on others family’s phones just mine. I am also unable to add the tag to my wife’s phone just mine. We want to keep the tag on my son's hearing aid. How can we both be able to see the AirTag? We both have an iPhone SEs.

Please help.

From:How to reset your AirTag - Apple Support

"An AirTag can be associated with one Apple ID. If you want to use an AirTag that someone else has used, they need to remove the AirTag from their Apple ID first. If the previous user removed the AirTag from their Apple ID but they were out of Bluetooth range of the AirTag, then you need to reset it before you can use it with your devices."

I'm getting some conflicting information. Using Family Sharing implies you do not all use the same Apple ID, otherwise there would be no need for Family Sharing. if you all use the same Apple ID then the Airtag should appear on all devices. It is tied to an ID, not a device.
