Nothing in iCloud, but showing storage full
First it showed storage full, i keep clearing all my photos, even i cleared everything, it is continually showing like 800MB used, but there is 0 photos.

You may have photos in the Recently Deleted album. Empty that. Remember, if you delete photos in iCloud, they also delete from all connected devices.
