iCloud is a group of services offered by Apple. What exactly are you looking for?
On your iPhone, you can open the Files app to access iCloud Drive from the Locations section in the Browse tab.
You can also go to Settings ➡️ Account (top of Settings) ➡️ iCloud to turn on or off various iCloud related services and apps.
On your Surface Laptop you can either download iCloud for Windows from the Microsoft Store, or log in to https://icloud.com
