I've followed all the steps at this site and still my Safari bookmarks and reading list do NOT sync. I recall having this problem before years ago. Seems like Apple should have fixed it a long time ago. Why is this basic feature so problematic?

Do you have any Antivirus installed?
Try booting into Safe Mode and see if the problem is fixed.
