Is it normal? That strange lines on the screen appear after it went 0% and shutdown, I just plug power cable to charge ant then it happens, max pro m1max I own it 5months with 30 battery cycles.

Other than that it could have been an artifact due to low power trying to drive the GPU on startup, even though you had it plugged in at that time.
after mine goes down to 0% and shutsdown, I plug power cable to charge and then my slow start-up begins and switches to lines. I've sent it in for repair which gives my 14" clean bill of health - nothing found nothing wrong.
When this happens are u using the mag charger? Have u had this experience with USB-C charging? Have u talked to Apple about this?
Tried to attach a video but couldn't. 1st pix, Lines on screen, 2nd pix bright pink as desktop pix, then goes away after I move the mouse. Very disturbing. I spent a lot of money on this computer and Apple can not tell me what is going on. I'm afraid this is going to lead to computer failure.

Very interesting that the lines only appear in the main area of the display and not at the very top where the menu bar resides. Very odd, but seems like it may be some sort of software issue. Definitely have never seen anything quite like it with any of the Intel Macs.
