Cannot shut down after latest Monterey update

Following the installation of the latest Monterey 12.6.4, my Macbook cannot shutdown as there is a popup message from Install in Progress that says software is being installed, with "stateful firewall being installed". Its been 2 days and its not allowing me to shut down. Any help appreciated
