iOS 16.4 battery and safari issues

Hi so I updated from iOS 16.3 to 16.4 and battery started to drain quickly also phone is getting hot very quickly.

Also safari has issues when I try to open the app I have to wait ~ 7 seconds and when I type some url I have to wait additional few seconds for browser to start loading a page I requested. Issue is not present on other browsers (Firefox/edge). Safari issue was present on iOS 16.2 but fixed in 16.3 just to return in 16.4 🙁

Does anyone knows how to fix these issues?
