Why does find my only work with Wi-Fi but not cellular
Why can I not see my daughter’s iPhone when she is using cellular but I can see it on Wi-Fi?

the service rely on port 443 being avaible, if her cellular carrier does not open that port then you can't use the service, some carriers may only have port 80 open which is the port one use to surf the web using a browser
